HoR doesnt start your auto attack?

when i cast Hammer of the Righteous, it doesnt make my auto attack begin, and i allways begin combat with it while tanking many mobs. it should work like judgement or sHoR : they make your auto attack begin after they hit on target. HoR is an offansive ability so it should do that. (sorry for my bad english)
