Healing classes generally haven't been all that strong at CC. If priests had fear and shackle on separate DRs then this could easily be seen as overpowered in small scale pvp.

Shackle is a full CC. I.E can't do -anything- while shackled.
Druids entangling roots isn't, you can still cast/shoot/throw etc. It's only a root.
Cyclone lasts 6 seconds with diminishing effects.....
So please don't try to use a druids poor CC as an excuse to get shackle to work on everything.
Plus if they make it so shackle works on everything, then every class in the game is going to DEMAND a CC.
This game is getting dumbed down enough as is, quite frankly, I miss the days of Mages being the only form of GOOD cc.
Fear, trinket, shackle. The target is now eating a full 10 second cc. If you're running with a rogue the target will probably eat a full blind as well and possibly a full sap into a fear from the priest. Effectively putting the target out of action for 30-40 seconds.
