Also, i am going to assume that the number sprouted will be rounded to the nearest whole number because 3.4 "flowers of choice" would look rather odd yes?

Seriously though, why would Paladins need a dmg cap?
For pve there are other classes that do more dps then retis, for pvp the problem is really the balance between being able to reduce incomeing dmg and dishing it out and retris can do them both at the same time.
