Edit: I'm assuming you are looking for the Egg trinket which provides spell power and haste on heals since you mentioned Fel Armor and Siphon Life which are both healing effects. The Egg trinket procs off of life tap but not fel armor ticks. If I assumed wrong and you truely were meaning to link the Sundail, then it'll proc off of the initial cast of SL but not Fel Armor.

someone somewhere said "However, it seems to have a 10% proc chance on the LIFETAP spell itself. So LIFETAP can proc it now... but NOT Fel Armor ticks. (I had that trinket for a month and it used to proc on Fel armor ticks)." in patch 3.0.8a. dunno if thats still going on though

it still proc on fel armor tick only if you are not full since in raid you will be almost always soon this trinket is bad

Whether it be from Life Tap or Fel Armor, the proc rate on this trinket is really low. According to testing, it doesn't seem to proc off of Fel Armor (ref: http://elitistjerks.com/1089211-post243.html). The 98 spell power is a nice boost, but don't count the trinket proc for much.
