The majority of the UI is just a reskin of the Blizzard UI. I'm pretty sure the buffs are built-in to the skin. If you're looking for something that can give that effect but is an actual addon, I'd suggest SatrinaBuffFrame, which can be found on Curse.com
If you're interested in the whole UI - www.wow-lui.com
here is mine, OOC

its a nice and doesnt deter from the center of the screen.

Its not completely done. Still havn't fixed the battle text and im not happy with the unitframes, raid frames and chatbox (and i gotta do something about the ugly recount window)

Work in progress obviously.

That's pretty amazing if I do say so, I like how you even went into detail of making/using custom icons for your spells to fit the UI theme :>
Here's the UI I was using until recently, Inspired by TukUI, & DuffedUI.
CLICKY
I was going for the minimalist approach if you can't tell. There are improvements I can see(Hiding actionbars, Hiding Buffs)
The actionbar above the raidframes is there purely because I was too lazy to download a cooldown-tracking addon, and I personally felt it looked best having them on show.
Looks pretty good, but I would probably move the party frames so they don't overlap with the minimap
By the way, does anyone know what the font in this remake of TukUI is called? http://www.tukui.org/screenshots/SmellyHealRaid.jpg
I'd really like the name of that font
@Carebear:
Imo you really need to reposition the boss timers to align them with something.
And perhaps make the DPS meter text-based only, or place emm under your raidframes (would look better imo) and perhaps some fading.
Thant and a liiiiiiiiiiiiitle bit of extra spacing between your chatlines perhaps. But overal it looks perfect for a tank/dps imo.
http://www.dafont.com/homespun-brk.font looks like the one.
Link to video. Watch at 1080p to see details.
Finally getting around to working on what I guess would be OOMMUI 5. Focus is recording videos and having everything large, clean, and clear. I don't quite have everything the way I want yet though.
Misc addon info:
-Custom Pitbull luatexts for HP (class colored HP 'k' and '%') and spell power (color goes from white to red based on current SP)
-Unit frames are partially transparent when full and fade from class colored to yellow to red based on current health using KGpanel scripts. Additional subtle color gradients and borders from KGpanels.
-All buffs and debuffs are displayed using Satrina Buff Frames. Player debuffs are above player frame, target buffs shown above target frame. Player buffs are shown in top right corner with self buffs in right most column.
-PowerAura border for low HP and low Mana, as well as Soul Shard count right of player frame.
-PowerAuras for missing Healthstone when out of combat and Soul Stone off CD.
-Additional auras for Demonic Teleport being in range, and Soul Link / Dark Intent / Fel Armor missing. Skull&bones for missing magical damage debuff (CoE etc).
-Actionbars are faded when off CD, visible when on CD using CoolDownAlpha.
-MSBT triggers center spell misses and Shadowflames. Also separate areas for outgoing dots, direct damage, and Bane of Havok damage.
-Spell information tracked with NeedToKnow (may be switching to Gnosis soon though.)
-Skada used for threat below target's target, and healing, damage incoming, and damage outgoing windows.
Showing some of the PowerAuras and a player debuff.

@Carebear: Lovely mate, only things I would still change is the background color of bosstimers. And perhaps change the boss frames a bit (so the text looks more like your UF).
All else seems suwheet.
Thanks a lot for the words. I'm going to start working a little more on the boss and arena frames now, they've always been at the bottom of the priority list but something I've always wanted to get down to and mess with; just hard to configure when you can only see them in a boss fight or an arena match. I'm too lazy to figure out a config to show all frames in oUF.
Oomm: I really like the direction you're going. Particularly your use of PowerAura's. I hadn't thought of a couple of those uses and plan to add a few more to my own suite.
What are you doing for boss frames? The default ones are linked to the mini-map and when I dropped my map to the lower corner, the boss frames were off the screen. Thanks!
