Chaos bolt fact

I have seen alot of none warlocks say that Chaos bolt pierce resilience and thats why it's getting nerfed in 3.1.3.

Chaos bolt is effected by resilience!
But its still going to be nerfed in the next patch.

So please stop use "nothing should bypass resilience" as an argument why its OP.
