I'm using it right now and I am playing WSG (forgot to switch spec :P) and I noticed something. It's still applying the slow effect. What's this all about? Is the glyph broke? Thanks.

It applies a 0% slowing effect so that it will continue to proc Fingers of Frost in PvE. It won't do much in PvP besides add some dispel protection, I guess.

the glyph removes the default 40% slowing effect from frostbolt. It does not remove the added slowing effect from either permafrost or chilled to the bone.
