Most of the WoW community does not like rehashed old content.
A Legendary should never be updated ever no matter how many people want it to be.

as the owner of multiple legendaries... I think the most ultimately awesome thing for legendaries would be scalable and BoA. Scalable with some limitations though. Perhaps put a lower level limit on them for use (or not, since if they scale down you can make it realistic to use). or an upper level cap on them (not on the use, just how far up they scale.)
Also they dont have to scale to be equivalent to level 85 epics even. Just kinda like BoA gear is now. perhaps a little better. Like if sulfuras scaled up to be slightly worse than TSD at level 80. Its not going to viable to keep until end game. But it is something you worked your ass off to get (or paid an insane amount of money for after getting lucky with drops, i personally farmed all my own sulfuron ingots and elementium) and becomes viable to use in leveling or other things. I already have a better weapon than what it would scale to. But it would be fun for it to be remotely viable to use. especially on alts.
But thats coming from the perspective of a person who has 8000 achievement points on a character I dont really enjoy playing anymore. My alt has started to become my main and has equivalent gear... but I dont really like the concept of bailing on a character ive put so much work into. But then again i played FFXI and i really liked their job system (you dont have to scrap a toon if you decide you dont like the class, just change class and start over at level 1 with all your previous stuff). They introduced the heirloom BoA gear... but I feel like they were just teasing us with what they could do.
They wouldnt make it boa or stackable blizz has said they never wanted a legendary to be used all the time by a player.
And if theyr boa youll lose the uniqeness of it since whenever you go to an alt you can just send it to him and use it, not to mention the fact that then evryone would need on legendarys saying "I NEEDZ FO MAH BANK ALTZ!!!"

and its still got a horrible drop rate and people still wont have the patience to get it. it'll still be rare. right now you see them 0.0001% of the time. that'll go up to 0.005 and be still rare

I would agree with having legendaries be 'Bind on Character' or something, working like a BoA item but bound to that one character instead. I don't have any legendaries, but if I did I'll imagine I'd like to use them every once in a while.
But regarding this specific topic; no. I doubt we'll see Thunderfury once again in Cataclysm. But it is the expansion of the elements, so I'm not completely disregarding the possibility. Just severely doubting it.

Blizzard can *occasionally* trust that their content is entertaining enough to keep playing without having to chase loot in every spot on your character. If a weapon is truly "legendary", let it be truly "legendary", and something you'd want to use forever. Blizzard's current system would mean that a player could wield the Ashbringer and the Ashbringer would be an obsolete weapon for that same player just months later.
What would make sense would be that, starting in "Cataclysm", an entirely separate quest-line begins for those with legendaries from Vanilla to basically "empower" them or "something like that, and basically convert them into a suitable ilevel equivalent of themselves. Something that's akin in difficulty to the quest to forge "Shadow's Edge", and requires that you already have the legendary of course. So people could dust off their Thunderfury's (or even farm them if MC and BWL and whatever else isn't changing), but then would have to still do some really hard/expensive/annoying crap to make it a good weapon to use again. Just the Vanilla legendaries at first, BC legendaries later on.
Blizzard said countless time that they never will upgrade legendaries. As peoples already said, they don't want legendaries to be the only weapon we will ever use.
On the other hand I would love to see some sort of script in the new Ragnaros fight when you have Sulfuras, or Thunderfury or both for that matter! (Yes I do have both)
Lets it be a new Super Hard mode with uber loot!

Nobody seems to ever be able to consider any other possibilities.
The two main objections I see people have to scaling legendaries is that it would cause raids to go back and farm vastly outdated content to obtain them, and that they'd never get replaced.
Why not have a system in which a given legendary can no longer be attained after its expansion is over? This would solve the first problem very easily.
Also, why not have an upgrade system in which the legendary can be upgraded to be roughly equivalent to a weapon from normal/easy mode 25 raiding of that tier, using that tier's frozen orb equivalent? For example, if you wanted to bring a Warglaive up to T10 level stats, it would consume say 12 primordial saronites and 75 emblems of frost(numbers can be changed obviously). It would be about as good for a rogue as, say, a http://www.wowhead.com/?item=50412 but below its heroic version. The "AMG UD NEVER REPLAEC IT NERF" garbage would be a non-issue.
