If shit hits the fan, the earth explodes and the sky falls down, just add /targetlasttarget in another row. (Assuming that's what you mean your problem is)

i use [harm] judgement of light;[target=targettarget] judgement of light
it should be casting on harm target of targettarget when my target is friendly....it works on my lock's harmful spell atleast..........but when i use my pally , it will auto change my target , adding lasttarget will suck up when my target is harmful...
the [help] FoL;[target=targettarget] FoL macro work just fine , dunno why it suck with judgements

I would guess it has to do with Judgement's turning on auto attack. So probably the best route would be to add /targetlasttarget at the end of the macro.
