Who built Ahn'Qiraj?

So anyways, i'm stuck at work so I thought I'd post this up because of boredom. Was it a Titan creation, like the Uldaman/Ulduar/Uldum? Or is it something else, liek the Tol'vir in Cataclysm maybe. It seems like from the cutscene during the sceptre q chain that the temple had been there for a long time, and the bugs throughout Vanilla were creating hives, not massive stone structures. So who built it in the end? :S Some kind of early Twilight Cultist group?
