Replacement for Strat/Scholo?

With Stratholme and Scholomance being tuned down to mid 40's to reflect the Plaguelands doing the same, was something bumped up to mid 50's or added new to replace them?

Well, I never find myself running strat or scholo when I level. You got Dire Maul and BRD, then you go to outland and start running ramparts.

Good chance something is yes.
They are placing a lot of emphasis on the dungeon experience with you picking up the quests inside.

i leveled a mage through the random dungeon system and i never entered strat/scholo
