Requires Level 80
Use: Restores 2100 Health and mana to
Nearby party members over 15 sec.
Cannot affect level 80 or Higher.
(4 sec Cooldown)

Why have a level requirement on it when it doesn't work for that level or higher...

I guess because they don't need LW to be used so if there wasn't the limitation, you could tell everyone in your raid to get them and just chain-use during a fight >.>'... However atm they are only good for boosting as Cory said.
