No Arena Required for most Wrathful

Its been this way for a few days now, however i saw onthe front page that Boub didnt mention Wrathful Shoulders in the items not able to be bought list.
Is this true? I personally am unable to buy wrathful shoulders, since i dont have the rating.
Has anyone else without the normal rating been able to buy the shoulders?

You cant buy items requiring +2k rating, there are a lot of threads about this
