Where can you learn 450-525 fishing? Dalaran? And is it enough to fish in Northrend for fast levels or do I need to fish in new areas?

You'll learn fishing in old-world capitals, since that's where the action is. For Stormwind, you learn fishing, don't even move one inch and start fishing in the canals.

Like all fishing skill improves, it doesn't matter where you fish to gain skill. Where you fish vs your level only matters on what you catch there.
