If you're on the East Coast, you will get a better connection playing on a server in the New York datacenter, yes. The further away the server is, the higher your latency will be.

Note, however, that server time does not mean that it's in that time zone. Check here for which US realms are in which city: http://www.wowpedia.org/US_realm_list_by_datacenter
