I'd say the emerald dragons are probably most powerful. Althogh Alexstrasza is pretty up there too, thats from the living fanclub though. World domination and destruction club, i'd say the blackwing faction is the most powerful.

If you mean purely faction leaders i guess it is either velen or malfurion(if you count him as a faction leader)
if you mean boss: Sargeras

If you mean the most powerful leader as in the army they command, I'd have to say Sylvanas.
