The one in Orgrimmar is on top of the building Garrosh is housed in. Fly up, or use the ramp behind the bulding on the far wall.

Not sure where in org for horde, but for Stormwind go to old town, past the pvp vendors and you'll see the new training dummys, go in the building there and there's a justice point and valor point vendor
