    Paladin Cooldown/Proc Adjustments

    This isn't about "buff us" or anything.
    We have good potential right now, but it's far too much in the hands of RNG.
    This small exchange of ideas is mostly to change that for the better.

    The only real "buff" I think we could use is in Inquisition's duration.

    Inquisition - This ability could use an increase in its base duration, from 4/8/12 sec to 5/10/15 or 6/12/18 sec (10/20/30 to 12.5/25/37.5 or 15/30/45 as Retribution).
    The ideas below make this change unnecessary.

    Zealotry - Crusader Strike mashing only gets worse with Zealotry, and it makes Divine Purpose procs useless.
    This ability should just triple any Holy Power gains - be it from Crusader Strike, Divine Purpose or Pursuit of Justice.
    This way when Divine Purpose procs you can skip a Crusader Strike since instead of getting 1 HoPo you get 3, and move onto a TV, WoG or Inquisition.

    Divine Purpose - This talent should be more reliable and generate 1 HoPo every 3~5 sec for 9~15 sec when it procs.
    This makes it more reliable (you can plan out a rotation when it does proc) but less bursty since no matter how lucky you get, you can never get more than 1 HoPo per 3~5 sec from it.

    Art of War & Divine Purpose - Each of these talents should have a higher proc chance, but that chance would lower for 6~15 sec when it procs (less RNG -> more reliable).
    So instead of 40% proc chance on Divine Purpose, it might be 60% - but reduced to 20% for 6~15 sec after it procs.

    All these changes together would make the paladin more about choices, you would still have some RNG, but "initial procs" would be more reliable and let you plan out your rotation with a decent degree of success.
