Imageshack likes to not actually host my picture all the time. It works for about 5 minutes per day.

Get GIMP, hold Ctrl while resizing and add borders by going Filter > Dekor (På Svenska iaf).

Easy peasy.

I would. However, I don't have it saved locally to this computer so I need to wait for it to get back up again to save it.

Use the 'Scale tool'.

Oh, that. Considering the forums have a set limit just going to Bild > Skala bild and locking the ratio seems a bit easier.

Not sure how it works but wouldn´t that squish the image?

Open a new window with 450x98 and then just paste the image in there and scale to the size you want it.

I'm not noticing any difference besides that using the scale tool leaves the canvas the same size.
