You need to sign up at an NPC found in major cities. The SW one is to the right of the bank in the Trade District.

Anyone know if the Love Rocket still drops from the Heart Shaped Box? also, have Blizz upped the drop rate on it like they did with stuff like the Headless Horseman mount in SM?
