Is there a reason that I can't keybind using shift anymore? (Ex. "Shift+1")
Worked before the patch but now it will not.

You shouldn't be having a problem. Maybe a bug with an addon?

Have a feeling that this is one of the 5 or 10 threads that pop up a day that end with "Oh I reloaded my UI and now it works... strange".

By keybinding, do you mean actually setting a bind for a key or do you mean trying to get a shift-modifier on a macro on your "1" key ?
If you mean the macro, then you likely have something else already bound to shift+1.

I've disabled all addons and reloaded my ui, it still wont work.

Let me ask if you are using a mac by any chance ?
Known issue since 4.1 that is being looked into.
Until we get some sort of update from apple, blizzard or razer then you can't do a thing about it.

I am in fact using a mac. I guess I'll wait for an update.

If you are using their own addon, then there is an update available for that.
Whether that resolves anything I do not know, since I do not own a naga nor a mac.
