I'm not sure if i should get 4p or the trinket first. (This is my alt that my guild power geared so my gear is a bit wonky to start off with)

I would go for chest because 4p is really nice..it grants you an extra 10sec on Inq. afrer that I would go for LtS.

Another thing i noticed is that you havent used any JC gems..that would give you an extra 81 Strenght

Grats! I'm hoping to get my 4set someday... I'm our guild's third tank,so that means I DPS about half the time and get priority on none of the dps gear.

On the topic at hand: Get your 4pc asap there are other suitable trinkets to fill those slots until you can farm up the VP again.
