Because:
1. You don't wanna futuristic or modern RTS games
2. Your computer is 7 years old
3. You like the Sim City style
So:
Age of Empire 2 must be your best choice. With no doubt!
Command and Conquer Series
Best RTS Ever.
Starcraft sucks, dont play that.
Rise of nations + expansion, plenty of mods for it and different scenarios available ;p
I would go with Command and Conquer series . anything after Red Alert 2 is enjoyable .
For your case I would suggest Stronghold . Old, Medieval and great gameplay .

I don't know what will be best for your computer, but one I haven't seen mentioned yet is Settlers. Settlers 7 is the most recent and your computer may have a problem running it, so maybe whatever came before it, Settlers 6? Another would be Anon 1404 is also very good and has a lot of the same things.

Hmm overshadowed by Empire Earth but "Battle Realms" was quite funny and medieval themed. More japanese themed though.

Anno 1404, its city-building type similar to Stronghold, combat is not the focus and its very different to typical RTS.

Starcraft 1. One of the best games ever made, the single player campaign and storytelling is 10x better than it's successor
Port royale 2. Fairly old but the game is good fun and doesn't really need high quality graphics to be enjoyable. And 1 game of PR2 can last very very very long.
