Meh, The majority of anime characters look 16+. I would be inclined to agree with you if there was someone who spent all their time watching anime and specifically searched for animes with the kid looking characters.

They look 9 or 10 years old to me, most characters in these shows look like borderline children. It's just another trait of being obsessed with Japanese cartoons, they believe that masturbating to children makes them "closer in tune" with Japanese culture.
