Ah, the zealots or 'freethinkers'. Forgot about that set as it's been years. They personally sounded more like narrow-minded berserkers with one goal in life but the lore is quite dated.
Paladins are unique because they're one of few non-hero classes that had factions that made up the paladin class per *race. Vindicators for Draenei, Silver Hand for the Dwarves and Humans, Blood Knights for Sin'dorei, and finally Sunwalkers for Tauren. They haven't ever put a race in yet that just happens to have the paladin class open with no background lore like that. I imagine they would have to for Zandalari too had they given them a paladin choice. Why they couldn't do it I do not know.
I personally think it would have been too much. Uniqueness from both druid and paladin? Too much in one sitting.

What is blizzard's problem with giving paladins as a class. This is such a major letdown for me. They gave us the usual boring batch of classes for them as expected, nothing different, nothing unexpected. Typical. There really better be another Cataclysm moment where they loosen up the restrictions and let new races "learn" to be new classes because this sucks.
It's not one, Zandalari had:
Freethinkers in vanilla
Juggrnauts (mobs with paladin abilites) in 4.2.
Prelates in 5.2.
They were paladins since forewer, they draw powers from their Loa gods, and their golden empire filled with temples to honor loa fit their theme.
What is an odd choice is that there is warlock class that makes very little sense for them to be playable.
Demoniacs were stated to be very few in numbers.
But prelates are military unit that has numbers to support it and which is quite revered in society.
I mean I get that people sees paladin mostly as medival knight kind of thing, but Zandalaris are zealots that devoted their life for Loa, they have different theme but same mechanics still.

They easily can twist it and say those were just priests. Not the type we're use to but.... yeah.
I wouldn't be surprised if they develop a story for bringing Zandalari paladins into existence during BFA to be honest. If we're due for more races unlocking class specs, that would be up there to hook people in.
....Now that I think about it the warlock thing is odd.
