Considering only ~30% of cases are ever reported (even lower if it involves children), i think tackling those is far more productive than going out of your way to prevent false accusations. If sexual assault is less common then so too will false accusations. The fact it's so commonplace is why people can just accuse people.
Between 2 and 10% of reported cases are false (only ~3% of those are usually considered malicious, many of them are withdrawn complaints or have a lack of evidence), given that only 30% are reported that makes it a minuscule percentage of claims which are false, and a majority that are never reported.
