The most common genre I hear blaring from cars HOUSE, TECHNO, DANCE general EDM.

I hear rap, I also hear Sara Bareilles opening up.

Headphones block out noise of your surroundings so if you want to listen to music loudly plus your surroundings what little you may be able to hear. You wouldn't want to use headphones unless you have some noise cancelling ones that can also double to make the outside noises clear.

No rap is garbage and if it makes you feel any better that shitty heavy metal, goth, death, black or whatever the fuck people call it is just as god awful, the only difference is one happens to be a little more popular and so as a result if music is blasting which is inconsiderate as fuck.

I have lived on both sides of this issue, whether it was MY SHITTY fucking music when I was younger, or anyone else it's inconsiderate as fuck, Trust me I've known people who purposely bought big ass base systems specifically for the purposes of rattling people.

I'm guessing it's because they either haven't invested in decent headphones or they choose the ease of being unburdened by headphones over neighbor comfort. I myself got headphones tethered to both my TV and desktop PC, and for other things I have bluetooth NC headphones. In addition to not annoying the neighbors they also block outside noise. With the neighbors I used to have I'd have gone mad if it wasn't for this discovery.
