By virtue of avoiding the vote, McCarthy is trying to protect both her, and the GOP, from having to put their names either
1) with her and therefore with her crazy, or
2) against her and therefore against the rabid fanbase

It's a cowardly move. But we knew the Republicans were cowards -- they should have saved their party from Trump six years ago and chose not to do it. Now they have the task of rebuilding what's left of their party out of "buh-buh-buh-censorship!"
