No, because from that WoD quest where you played as an Arakkoa, they could fly, but Blizzard's baby darling are the Draconians and Blizzard would be too embarassed if players - given the choice of two flying races - preferred to play Arakkoa over Draconians. And making Arakkoka unable to fly while Draconians can would cue outrage. So Blizzard won't do anything with them.
They did do something with it, back in WoD.
And then they later used it as a base for the Zandalari Balance form.
