I noticed a significant loss of burst, a lot more than the 4% described - albeit with 2 pulls where RPPM just DIDN'T play nicely. That being said the dps wasn't much lower overall. I didn't even consider this last night as I thought this was 5.4 change not a hotfix

I noticed opening burst late last night peaking at a little over 800k for me.
So, I didn't notice anything substantially different.
