They can't really balance the way poisons work now. Flat % proc, faster weapons are better. If they change it to PPM slow weapons will be better (and that'll make slow offhand straight out better for combat as well). RPPM heh, with so high a proc rate I doubt it'll work, as either the time interval between increasing proc is so slow that bad luck will screw low speed weapons due to capping proc rate, or it will be too long and slow weapons will be ahead. It will mostly be a sort of bad luck protection, but won't change much if you want to play the spec optionally.
