I suspect a prostitute would be more straight forward about it, not try to make small talk then offer the reason, then the exchange.
And its not even holidays yet and had this happen twice in 2015

Ok I do not mean to be rude but you must live in a deprived area and have a particularly low class of friends. I have never been propositioned in this way and I couldn't ever imagine anyone I am friends with or have ever been friends with doing this...

kinda agree... and i used to run in some odd circles with a stripper g/f and her friends not once did i hear an offer for money for services (other than the standard lapdance)... I couldn't imagine my friends outside of that circle doing such things.. HOWEVER depending on person and situation i might would do it.

I dont give them money, I get annoyed.

The ones that bother me are the ones that try the long con, stretching you out over weeks before that ask for something like $1500. Or ones that try to get you with the "get my kids christmas" line, last one I told to get her kids a belt and if they were not happy whip them with it, didnt hear back after that.

Happens to me around 2-3 times a year. Get a message from a girl you used to kinda know but havent talked with in awhile she offers you things for money for a ticket, or bill.
Other situation a friends sister wanted to buy one of her kids dad new rims and tires, she offered me X number of services a month for X number of months if I would loan her the money to make payments on them.
At a place I used to work a girl got caught using company email to solicit and setup appointments to sell herself to other employees, she never contacted me though.

Rejected the offers, I have some principals still.

How do I handle it? I don't, I hang with a better class of women.
