It's a spectrum, and "clear racism" lies primarily in 1. You're conflating 1 with 3, which is hyperbole.
Not every racial discrimination is racism - though, obviously, such discrimination is often forbidden by law regardless of reason (and Trump did pay his fines).
Engaging in racial discrimination is not proof of racism in a sense of first definition by itself though, which is what generally understood as meaning of "Trump is racist".
Also, "muslim" isn't race by any definition.

He'll happily discriminate against blacks if renting to them hurts his bottom line, muslims if they seem to engage in terrorist acts, or illegal immigrants.
And he isn't necessarily acting on perfectly factual information when he makes those discriminatory decision.
But calling him racist for that means weakening the word, and make people assume that you mean definition 3 even when it's torch-bearing "Jews will not replace us" guys.

It doesn't "weaken the word". This is literally what the word means. You're the one trying to edit that down, and weaken its use, even while citing sources that definitively contradict you on this.
You're just complaining that racists are being called out as racists, and somehow that's "unfair" to the racists, even though they literally, definitively are racist, and the word is an accurate descriptor.
