Are you talking about it in the shadow priest term, or by the questline? If the questline, then you have to wait until closer to the opening of the Crucible.

I have no idea if xal'atath is obtainable as a non shadow priest weapon as a part of that questline, I doubt it, considering some of the parts of that questline I had spoiled for me.
Nevertheless, shadow priests obtain it as their artifact weapon. If you use the override, it should also do the whispering thing just like the real weapon. The override can only be used by shadow priests.
