That's not how that works.

Intellect is what determines whether or not something is a beast or a person, not appearance. Remember that we humans are just very smart apes, we are in fact members of the Hominidae family of animals, the members of that family are known as "great apes"... All of the great apes are beasts, except for humans, because of nothing other than our intelligence.

Horns hooves and fur are irrelevant because they have nothing to do with intelligence, but as far as fur goes, fur is just body hair... most humans are covered from nearly head to toe in body hair of varying thickness (some people have an absolute shitload of body hair, some thick enough that one could easily call it fur, while others have very little), which we have only so little of because evolution , we adapted to live in such a way, in such environments, that it wasn't necessary, and was sometimes detrimental, to have so much. So the presence or lack of fur is also irrelevant.
