That really depends on what you look for in dungeons. TBC and Cata had the difficult ones. That's what I liked, people may look for other things.

Biased of course, but classic has the "classic" dungeon designs. They really tried to make an ecosystem inside a dungeon rather than just a series of hallways of mobs then bosses (TBC/LK). The latter is almost like pop music with its verse/chorus pattern.
Most memorable in my mind are the Zul dungeions from Cata, Grimrail Depot from WoD, and Maw of Souls from Legion.
Overall, I'd say:

3) Legion

I like the ones that got creative and felt different from the typical dungeon experience. Great examples are Grimrail Depot (fights on a moving train!) and Maw of Souls (stormy seas, boat attacked by Hela).

Court of Stars was so good the it is in a league in itself not to be soiled in a catergory of dungeons including the rest in Legion

Classic, because they were built under an entirely different design philosophy than we see today. Dungeons actually felt like they existed for more than a player group to just come in and follow the designated path to the bosses then leave.
Cata dungeons were boring and tedious as fuck, and "pre-nerf" for all the hype was like TBC Heroics. Legion dungeons were far more fun and interesting to play through, so I go with Legion.

I picked Wrath, but I'll admit that the Icecrown Citadel dungeons are doing a lot of work on that, as I think that's the best group of dungeons they ever released and they tied in so well to the new raid.

Brd is the best dungeon ever, you know when you enter and you don't know when you will exit, it's so damn huge, also classic has Strath, Maraudon, Uldaman, Dire Maul, U/LBrs, Scarlet Mon...

The problem with classic dungeons is that they took way to long like a lame ass dungeons and dragons session. I would take a Maw of Souls over a BRD anyday. I am going with Wrath because they were all fairly fast with some new ideas that never came back but i also love the idea of running away from the LK as a mechanic and most would be done in the 20 to 30 min range if brought up to 2022 standards which again is a huge plus as quick in and out content is far better for most people then long form content.
Legion and SL, can't really say which one was the true best. Voted Legion cause M+ was at its best back then but in term of design they are the same to me.
Cata were half nostalgic garbage dungeon and half boring designed one. People voting for them are the same that vote for Grimrail Depot for S4...
Classic are the most interesting and unique by far. Full of secrets, intrigue and lots to explore. Dungeons became more and more formulaic as expansions went on.
Some might say they'd rather a 10 minute Azjol-Nerub or Maw of Souls but that's only with the hamster wheel mindset of viewing dungeons as a necessary chore and wanting them to be over as quickly as possible. Nobody actually enjoys those dungeons.
Wrath, Cataclysm, Warlords of Draenor and Legion had by far the most memorable and best dungeons in the game. Kind of funny how they all followed each other.
Vault of the Wardens is by far the best dungeon in the game (IMO)
For me, its a toss up between Legion, WoD and Cataclysm.
I am hoping Dragonflight returns to that rich flavor of Dungeons.

Vanilla dungeons like Mara and BRD actually feel like ZONES rather than dungeons. With the launch of TBC, dungeon design became "straight hallway" and rarely deviated from it, almost every single dungeon was just straight hallways and it got even worse in WOTLK onward.
BRD will always be my favorite dungeon because it's such a massive sprawling labyrinth that feels like an entire zone, rather than a dungeon. So many bosses, quests, events, secrets...it's the biggest and most intricate 5man that Blizzard ever designed.
