Dispel Clarification

The patch notes only mention

Dispel Magic can only be used on the casting priest as a baseline effect.
Holy/Disc: Absolution (new passive) enables priests to use Dispel Magic on up to 2 harmful effects on friendly targets.


It does not mention how OFFENSIVE dispelling has changed, if at all. I saw notes that it was reduced to 1 offensive effect. Why is this omitted from the patch notes now?

In fact, the way these notes are worded make it sound like priests lose offensive dispels.

100% sure that the offensive dispel portion remains unchanged [unless something got released that I missed]. The only thing that changes from any of this is Spriests can only dispel themselves and enemies, but not friendlies.

"Dispels magic on the target, removing 2 harmful spell from yourself or 1 beneficial spell from an enemy."
