What happens when you were once selected as a forum moderator, and then was never apparently logged in, or hadn't viewed or noticed the email notification until months later? Hahaha. Sigh. Missed opportunity. I love these forums, and that "Apparently, you are a moderator!" email and subsequent happenings afterwards would have been pretty enjoyable.
EDIT: I suppose I should clarify that this was over 2 years ago that I received the email, and about a month afterwards that I realized it was there :P

Anyone can apply at any time, although we still generally go through periodically rather than immediately, so you may not get a decision right away.

The "you don't meet the requirements" just means that you don't meet the minimum post threshold for any forum.
In order to make sure the people applying are active, we count the number of posts in the forum in the last 3 months, and require a certain number (usually 100, slightly more for General Off-topic, Fun stuff, and WoW General Discussions). *That's about one post a day, so it's not too harsh of a requirement, I think.
