Yeah it's easy to see why it ticks some people off. Accepting Elune's fallibility and earnest intentions is heartwarming, even if I was curious to see what would have happened story wise if they
did blame her and some forsook Elune worship entirely, but at the end of the day even without the need for it being dangerously all-consuming, payment is still owed.
Thrall was the one who promised Sylvanas's head,
Tyrande was the one who accepted the offer in Shadows Rising. There's no need for vengeance in holding people to their word and pursuing justice along the path of renewal.
After all, at the end of BFA, The Horde worked towards renewal, offering quite generous forgiveness, but there were still those who wound up in chains to accomplish that.
