I'm kind of happy about this. While I'm sure there would be an option to turn off duel requests, I'm glad there won't be people bitching about X class being able to kill X class too easily on a completely optional system. I'm sure duels are fun for some, but in my case I <3 the lack thereof.
With all the people constantly "lololol profession 8 is MESMER" its really putting me off from playing the class.

You could Duel in the form of scrimages from your guild hall.

I wonder if necromancers will retain even half of their overpoweredness from the original Guild Wars game or if they've balanced them out.
Just what are you talking about, how were necromancers OP? In a 1v1 environment, which didn't exist anywhere outside skirmishes in the guild hall?
It's a team game, and a team consisting of 6 or 8 necromancers definitely wasn't anywhere near OP.
