While we have yet to factor in the T-15 4 set bonus, the answer is most decidedly "no" with the other 5.2 changes in mind. Crit and Haste still retain a decent lead on the Mastery stat. Crit might even surpass Haste in terms of value after a certain breakpoint.
Given that the Tier 15 4-set evens out to be a roughly 2-2.5% overall gain, it is unlikely that it will swing Mastery's value so high as to surpass either one of the stats- at least, as of this posting.
This could all be subject to change with further modifications they make on the PTR, but as of now the answer is most assuredly Crit/Haste before Mastery.

<Magdalena> There's really no way to say "There's a two hour long video of me on the Internet", without it sounding dirty is there?
<Mionepony> Especially not if it's you...
Lets do the math and estimate the gain for 5.2 based on modifying the results of current simulations.
Atm I get the following stat weights for Unholy:
Str: 3,83
Haste: 1,83
Crit 1,76
Mastery: 1,39
With the following percentage of dps being Shadowdmg:
- SS (9,4%)
- BP(7,8%)
- DC(14,1%)
- SR(8,8%)
Which translates to a total of 40,1%. Considering 2 more Deathcoils every 3minutes, the Gargoyle benefitting from mastery and Soulreaper percentage going up by 0,45/0,35, one can estimate the following Shadowdmg percentages:
-SS (9,4%)
-BP(7,8%)
-DC(14,6%)
-SR(11,3%)
-Garg(4,5%)
Which translates to a total of 47,6% being shadowdmg. This would give an estimated Mastery stat weight of 1,65.
So i guess you are right Magdalena, mastery doesnt pull ahead and only gets a bit closer. So for single Target it should be haste + crit for Aoe Crit + Mastery.
If you have 6000 to 7800-8000 haste rating, haste and crit are equal. Once you hit 7800-8000 haste rating, crit overtakes haste. If youre using a trinket with a haste proc (Darkmist Vortex for example), crit > haste, generally speaking. This is for 5.2 with both t15 set bonuses.
Edit: A lot of the value of haste depends on how strong the 2pc t15 turns out to be. Simc currently says its worth 3.5% of Unholy's damage. If PTR testing shows that value is higher than 3.5% (unlikely), the value of haste will go up. If that value is lower, the value of haste will go down. The 2pc t15, by itself, is boosting the value of haste in 5.2 by ~15%.

Adjusting your reforges for a progression fight isnt that uncommon, is it? After you killed it once or twice it surely doesnt matter anymore, but having those few percents of extra dmg can surely help to get the first kill...
