"loosen content moderation" is vague and what does it mean? Will it allow hardcore porn? Graphic violence? What kind of content are we talking about here?

And opinion, I'll point out, that breaks none of Twitters rules. It's garbage of the highest order (I assume this is true, I know the guy exists and is a far left dude or something but that's about it), but it's absolutely within Twitter's ToS guidelines.

If we want to have a debate over Twitters at times uneven and nonsensical enforcement of their rules, that's a discussion to be had. But the particular example you cite does not break their rules.
