Depends what you are doing, if defecation, of course it is a must, if you don't do it, you probably are some sort of social mistfit who smells like shit.

For urination, not really often, I usually don't sit unless I feel sick/drunk.
For wiping after urination, not very common, I do it because having the though of building Smegma scares me to death, most guys don't do it.

Urination is always controversial with males, some people don't wash their hands after urination, and just shake off the excess of pee. That is one of the reasons why you mustn't shake people's hands when you don't know them.
