Andrew Ryan is not a villain. He was right and also accomplished something incredible.. not really hes fault that a bunch of junkies took over.

leads me to my next question. what kinds of villans do you guys like? intellectual world domination types? or the destroy everything enslave earth types? or my personal favorite the ones that do stuff for the fuck of it, and the ones that want pure conquest.
Mine would probably be the 'magnificent bastard'. Charming and cunning. Bombastic but possessing objective clarity. A megalomaniac with a sense of style to put Vogue editors to shame. Those villains that you know you shouldn't like but just can't help yourself.
I usually find 'anti-villains', 'evil for the greater good' and 'fallen hero' characters to be quite compelling and interesting too. The types you sympathise with but just can't allow free roam.

MOVIES:
Emperor Palpatine -- Most powerful Sith Lord in Galactic History as stated by George Lucas. Manipulated the whole Galaxy to his rule.
Saruman the White -- Corrupt head of the Istari order of Wizards. Possibly Saron's most powerful ally.
The Joker -- Batman's arch-nemesis. Probably the craftiest and most intelligent foe he has ever faced.
Bellatrix Lestrange -- An insane Witch of vile cruelty. Voldemort's right hand woman.
GAMES:
Kefka Palazzo -- Easily the greatest and most evil of the Final Fantasy villains. A mad sorcerous clown that later become the God of Magic.
Kel'Thuzad -- Former Council of Six member for the Kirin Tor of Dalaran. Leader of the Cult of the Damned and the most powerful lich to ever walk Azeroth.
Barthandelus -- Biggest troll in any Final Fantasy game. AKA Super Pope.
Mannoroth -- His voice is just amazing.

Lex Luthor and Vandal Savage from the Young Justice series where very powerful the games, the deception, the power, all to end with them taking WarWorld and handing it over to DarkSeid. That show had me so emotionally invested and at the end i was exhausted
Magneto - gotta respect someone with that much knowledge of their own superpower. If I had those powers I'd probably be pissed that all I could do is stick things to my refrigerator.
As for which villains I like, its basically any villain with a reasonable cause they can justify. It doesn't have to be a good cause really, just not "I'm evil because I'm evil." No particular reason for that though, I guess its just what I'm drawn to. The more believable a reason a bad guy has for something they are doing the better I think they are overall.

No love for one of the best video game antagonists ever, Jon Irenicus? I also really enjoyed Mark Hamill's Joker in the Batman animated series and Arkham games.
I tend to be a big fan of the Joker in most of his incarnations though. As far as comics go, I also enjoy Thanos, Green Goblin (and Norman Osborn in general), Doctor Doom, Ultron, and generally villains that have some kind of connection to their nemesis.
Others have mentioned some great literary villains, but some of the various bads from the Dresden files were also excellent.
Many of the obvious movie villains were also mentioned, but how about the Operative from Serenity or Joe Pantoliano in Memento?
