Karazhan and Nighthold
Well I suppose there are several ways to look at this question, but probably something like Siege of Orgrimmar combined with almost any other final expansion raid. Start in whatever continent, defeat some last enemies there before moving back to somewhere more personal to defeat bosses that function as a best-of compilation of enemies fought throughout the expansion.
For instance: Start in Broken Isles, defeat fel-infused Tauren and Nightborne, go to Antorus and then defeat fitting thematic bosses before ending on a high-note with Argus.

I love TOTFW winds for its art designe, music and al akir fight. TOES is gorgeus as fck and the sha fight is super fun.
Since I think the best raids already stand out as being top notch content, I'd probably opt to take two smaller ones and cram em together in an effort to improve the worst ones.
Not sure how it'd be done, but probably Hyjal and Dragonsoul. I'd just want Hyjal to be remade without the incredibly tedious trash waves, or at least some interesting mechanics to crush down the trash like having land mines you could set up or doing something to waken the Ancients to help you fight a bunch of trash. And Dragonsoul just needed a few extra bosses to spice it up really.
On that note, do world bosses or 'single-boss raids' like the Dragon Sanctums or Throne of Winds count? Some of those could probably be mashed together too if so.

As a more 'best of the best' answer, I'd like to see something like a massive Battle of Blackrock Spire raid that connects Black Wing Descent with Molten Core. Instead of just fighting one or the other, we go into the dungeon witnessing an active battle between the Black Dragons and their Dark Horde forces fighting against Ragnaros' Dark Iron Dwarf and Elemental army.
The end boss would be witnessing an epic fight between Ragnaros and Nefarian, with us participating in taking both down equally and trying to survive their collateral damage. Volcanic eruptions are going off as these two titans are waging war against each other, and the longer both stay alive the more dangerous the environment gets. 'Easy mode' involves focusing either one down so you can take out the remainder boss, while 'hard mode' involves splitting damage and taking em both down within seconds of each other, while trying to survive all the lava pools and gouts of flame everywhere.

ICC and Throne of Thunder were my first thought
Mix all the "Throne"-raids. We should get a "Throne of Thrones of Thrones"-raid. Alternatively, it could just be a raid in the furniture section of an Ikea.

People seem to go for mashing up 2 of the best raids but in my head the logical thing to do would be to mashup 2 raids that were about 50% fantastic and the combination is up there. Would have to think but in my head it makes no sense to mash up Ulduar, Throne of Thunder, Karazhan or Black Temple with other raids as those raids in my mind were perfect as they were.
