New builds are great, but the beta servers have been restarting pretty often for the past week, is there any reason to believe this is a new build restart?

So I have been trying to get a response from a Blizz Dev, there are Hidden Artifact Appearances you unlock through an item, so far only 4 of them have been found and I really want to know if the others are actually implemented in the beta because I wanna search for them but don't want to waste time if they are not actually all implemented. Especially want to find the DH ones
