That's fair, but then you have to keep in mind how Frost really struggled to keep up during late game for the entirety of MoP. Prior to that, it wasn't even a raid-viable spec.
Personally, I think "rapid-machine-gun Frost" doesn't really fit with the theme of a Mage. Mages are about big, grand, flashy spells that take time to form but most of it is wasted on overkill. That doesn't mesh well with "throw pellets, nails and shards until the target falls over".
Fire makes it a point to emphasize "hot, burns and spreads", Frost hasn't really done anything to emphasize "rock solid and sharp". All we've had so far is "blue and slows". We should be summoning big icy constructs such as walls and giants, and I think Glacial Spike is a good step towards that direction. Would be even better if we added flashy explosions that look like dry ice bombs (Youtube it!). Something that looks like Ko'ragh's
Expel Magic: Frost would be a nice start.
