However, he then states that he assumes - which means that he is unsure of the certainty of, but believes it to be so - that some - which means at least a small amount or number of people or things - of these migrants are good people (hint: he implies that only a small number of Mexican migrants are good people, and that he is unsure of even that).
I don't need to put words in his mouth at this point, as any individual who have a working understanding of the English language can see what is being implied in his speech.
