Curious, when I hover over the download button in Origin it has a warning box that says: Players with Battlefield Hardline Standard Edition can download this addon.

Implying those without cannot.

I would assume that because it's DLC you can't download it unless you have the base game.

That monthly Humble Bundle is mighty tempting, although I'm aware even during F2P weekends the only playlist alive is normal team deathmatch.

If this was R6 Siege (relevant since it has a starter edition) I'd jump at it.

Yeah I only use prime mainly for the 2 day shipping, but being a student and getting it half the price is worth it with as much as I save in shipping and stuff. So it's just a matter of the $100 price tag being worth it or not
