The State Department can allocate their funds however the Secretary sees fit. Also, if security is inadequate, you can pull the consulate also. We do that in every other civil war zone.

It's akin to calling Republicans obstructionist for not voting for laws they and their constituents are against. Can you see why people are talking about Bush and Iraq still? Maybe it was one of the reasons what caused this monumental clusterfuck of a situation in the area with rise of ISIS and all.
